Phantom has phasing powers that allow them to move through the atoms surrounding them/objects near them. Phantom's parents were scientists who worked for Norman Osborn. At a party with Harry their powers emerged, and Harry took them away from the party (so Peter doesn't know about their powers.)

Their parents fashioned a pair of gloves, so that they'd be able to touch things/stay out of the space between atoms. At some point they die due to the radiation Phantom emits, and they go and live with Peter and Aunt May. A few months after this event they turn to crime in an attempt to get the material to build another pair of gloves, and also try and master their powers.
