So first you clip the lighting layer to the layer you wanna light (shown in the red circle).

I use this brush but feel free to experiment :D

That would usually say Normal, but then change it to Overlay to get the effect.
Note overlay can be kind of weird depending on what you're doing - sometimes I switch to soft light or other blend modes if it clashes or doesn't show up.
I do the same thing on Procreate, only I use the Soft Blend brush instead of just a generic airbrush.
