My favorite character from NCIS would definitely, 100% Be:

Ziva David!!!!!! ^~^

She us definitely my all time favorite!!! :D I was so heartbroken when I had found out she left the show. :'( </3

But my other favorite character, is definitely:

Abigail Suito!!!!!!! :D She is amazing and awesome!!!!! :D
