    This hidden area's point is for Alpha Charles to keep his group out of harm's way through any means necessary.

     The torture chamber was designed specifically to gain information in a terrible (but highly effective) way, if necessary. Otherwise, the place stores captives and serves no other purposes (unless you count weird kinks some people have).
