The magical Land of Oz. Once ruled by the mighty Wizard of Oz is now under the care of the four witches. Or well the two witches. Since during the famous Dorothy Gale's visit to Oz both the Wicked Witches of the East and West were defeated. Well sort of. It seems 'defeat' doesn't last long with Wicked Witches because the Wicked Witch of the West Elphaba had returned and wanted vengeance against Oz for what they had done to her. So she did something nobody thought she would. She stole the True Magic of Oz. Meaning any sorcerer that was supposed to be born with magic had that power taken from them and would never have it due to the lack of True Magic in Oz.

So to try and solve the issue Glinda of the South used her wand to create a near unlimited supply of Artificial Magic withe the help of Locasta of the North. But before this the Good Witches used their magic to trap Elphaba in a prison underneath the West. And to make sure that she couldn't threaten Oz if she escaped Glinda and Locasta magically sealed off the West from the rest of Oz. Meaning none of the Western Ozians could leave. Causing them to become bitter and wicked. Just like their patron Witch.

After imprisoning Elphaba and sealing off the West, Glinda and Locasta made wands full of Artificial Magic to give to students of the school they created in the capital of Oz. The Emerald City Institute of Oz's Magicians.
