(Narukami Shrine)

They returned back to the Shrine. The Herrschers remained in their Herrscher forms.

Yae Miko: Okay, we can talk here. You asked me about the plan — in fact, I've been mulling it over for quite a long time. Before one makes a plan, what is the most important thing one must do?

Kiana and Seele: Uhh?...

Captain: Think about what to do?

Patrick: come up with ideas for a plan?

Kiana: Think things over before planning?

Seele: Draw something on paper?

Paimon: Don't know, what is it?

Yae Miko: You must understand the situation you are facing.

Mei: What do you mean?

Yae Miko: The Vision Hunt Decree was obviously devised as a means of manipulating the Shogun, the ones behind it knowing full well her susceptibility as a puppet with a single-minded focus on eternity.

Mei: The Balladeer confirmed this.

Aether: The Fatui did it to create the demand for Delusions.

Yae Miko: Yes. This is the strongest piece of evidence we have to go on. Now, we also know that every aspect of the Vision Hunt Decree's promulgation and execution has been enthusiastically spearheaded by the Tenryou Commission from the outset.

Paimon: Ayaka was saying that every time they submitted a petition against the Vision Hunt Decree, the Tenryou and Kanjou Commissions would veto it straight away with no negotiation.

Aether: The Tenryou Commission is working for the Fatui.

Sakura: The Kanjou Commission betrayed the Shogunate long ago.

Yae Miko: Yes. It's all too clear that both the Tenryou and Kanjou Commissions are in some form of collusion with the Fatui. Hmph, foolish humans, blinded by their greed.

Sakura: And the Fatui using their diplomatic immunity to make lies and to use them.

Yae Miko: Thus, the current situation is that our Fatui antagonist is still at large, has the two rogue Commissions wrapped around their finger, and is distributing Delusions from the shadows... Unfortunately, given that said antagonist is under the protection of two Commissions and the Raiden Shogun, we would be rather hard-pressed to track them down.

Paimon: So what should we do?

Yae Miko: It will be easier for us to start with someone from Inazuma.

Kiana: With who?

Yae Miko: So my plan is... to incite rebellion in the Tenryou Commission.

Paimon: Rebellion? What are you talking about? After everything you just said, it sounds like the Tenryou Commission has rebelled already!

Yae Miko: Hehe. When I say rebellion, I don't mean betraying the Shogunate... I mean, inciting a certain someone to betray the Tenryou Commission. If we manage to convince her, I'm quite sure we'll be able to get you another audience with the Raiden Shogun.

Mei: Don't be so coy...

Aether: Who is this "certain someone"?

Yae Miko: I'll give you a clue: She's currently in charge of the Shogun's Army, she visits the shrine at this time every month, and she is our guest today.

Sakura: You don't mean...

Yae Miko: She also appears to be standing right behind you.

The camera moves and it shows Kujou Sara behind them with two Shogunate.

Sakura: Stay behind me.

The party got behind Sakura and Miko. Tamamo and Higokumaru stayed by the foxes' side.

Kujou Sara: Don't move a muscle! You've got some nerve showing up here in the shrine when there's an active warrant for your arrest!

Sakura: It wasn't our decision to come here. Miko was the one who wanted us to come here.

Kujou Sara: Don't even think about trying anything. Surrender now, you're coming with me to headquarters. Seize them!

Motosuke: Affirmative!

Kujou Sara and her subordinates walk towards the party.

Paimon: K—Kujou Sara!

Sakura: You want us?

Sakura prepares to draw her blade.

Sakura: Come get us!

Sakura slashes the air and sends a power gust of Anemo wind at the three and the two subordinates fall back but Sara stays on her feet and holds on. Sakura charges and swings her blade but gets blocked by Sara's bow.

Sakura: Should have brought more soldiers with you. Because you're at a disadvantage!

Kujou Sara: I don't care! I am going to throw you in jail!

Sara took notice of the Visions the party had.

Kujou Sara: Visions! So your friends did have Visions all along!

Sara pushed Sakura back.

Sakura: Theresa! Restrain her!

Theresa: Got it! Restrain her, Judah!

Theresa uses her Divine Key and restrains Sara and her soldiers with Judah's chains. Sakura sheathes her blade.

Kujou Sara: Let me go! Nobody restrains me in chains!

Yae Miko: Uh-uh-uh, it seems that you're all forgetting, this is the Grand Narukami Shrine... Use of force here is strictly forbidden. Before you proceed, which of you would like to face criminal charges for dishonoring the Shogun, hmm?

Sakura and Theresa: But...

Kujou Sara: ...Ugh.

Kujou Sara: Guuji Yae... please tell me you are not sheltering wanted criminals here?
Yae Miko: We are just friends, I don't see what sheltering has to do with it. Tell your subordinates to leave, we have things to discuss. And Theresa, please let them go.

Theresa: Fine...

Theresa releases them from Judah's chains.

Kujou Sara: All of you, outside.

Sue Yoshitaka: As you wish.

Motosuke and Sue Yoshitaka leave Sara then Miko goes up to her.

Kujou Sara: Guuji Yae, I'm a little curious — does it not also dishonor the Shogun to hide wanted criminals at her grand shrine? Especially that imposter Mei.

Kiana: She is not an imposter! She is my senpai! And that's that! She doesn't even want to be the Shogun!

Yae Miko: Hehehe... You are the same as ever, Kujou Sara. No one can match you when it comes to loyalty to the Shogun.

Kujou Sara: As a servant, loyalty to the Shogun is my duty. And as a warrior, I dedicate my life to following the way of the Shogun.

Yae Miko: Even though she will one day... seize your Vision, too?

Kujou Sara: The Vision Hunt Decree is the Shogun's chosen course, and I shall not question it.

Patrick: (Feels like she's Vanilla/Cool Ice. With too much loyalty to someone.)

Sakura: Nothing is working.

Yae Miko: *sigh* It's tragic... such wholehearted devotion, rendered meaningless by circumstance. Have you been kept in the dark? Or are you the only one left in the light?

Kujou Sara: Lady Guuji, I need you to be direct. Tell me exactly what you mean.

Yae Miko: The Vision Hunt Decree is a trap. Part of a Fatui plot to bring Inazuma to its knees.

Sakura: It was the Fatui that caused the Vision Hunt Decree and have been using their Diplomatic Immunity to take advantage.

Yae Miko: And your masters, the Kujou Clan of the Tenryou Commission — they are the ones keeping the truth from reaching the Shogun.

Kujou Sara: You're saying the Kujou Clan... betrayed the Shogunate?

Yae Miko: Yes, that's exactly what I'm saying.

Kujou Sara: Guuji Yae, your allegation is not only dangerous but ridiculous. The Tri-Commission has served the Shogun since ancient times and remains absolutely loyal to this day. Ever since I was adopted by the Kujou Clan, I have seen and heard nothing but pure devotion toward the Shogun. At every level of the Tenryou Commission — especially from the head of the clan, Kujou Takayuki... He reveres the Musou no Hitotachi more than anyone. My own respect for the Shogun pales in comparison to his. How could he ever even dream of acting against the Shogun?

Yae Miko: Three days... come back here in three days, and I will show you the evidence. As a Guuji, there's one thing I know very well: People believe whatever they want to believe. Some things you do not see, simply because you do not wish to look. And so... it falls to me to place the truth before your eyes, in all its ugliness.

Kujou Sara: Hmph... three days? I'll be here. But if I don't see any evidence, I will demand a formal apology for slandering the Kujou Clan. Also... ...They will have to come with me.

Sakura places her left hand against her scabbards and Higokumaru holds Sakura.

Yae Miko: Wonderful. Then I'll see you in three days. I look forward to it very much.

Kujou Sara turns around and leaves the place.

Paimon: That was so scary. Paimon wasn't expecting to run into Kujou Sara here... But Miko, you mentioned evidence of the Tenryou Commission's betrayal. Is that all in hand and good to go, or...?

Yae Miko: Why are you always asking so many questions? Of course not. I just had to say something because I clearly wasn't convincing her.

Paimon: Huh... not entirely unexpected.

Yae Miko: As plans go, changing the deity's mind is a huge gamble to begin with. We can't expect to be in control of every last detail when we're facing off against a god, can we?

Paimon: Okay, but what are we gonna do though? We only have three days!

Yae Miko: If we want to get our evidence, we're going to need some help. Now... come with me. We must awaken the professional.

Higokumaru: I believe now is the time to show you my other form.

Higokumaru finds some space then she gets engulfed in fire which gets bigger. Then the flames revealed Hellmaru.

Hellmaru: See? I can transform again. But that's not it.

Hellmaru gets engulfed in flames again and this time she transforms into her taller version.

Higokumaru: I can also turn into this form too. Now I'm human size.

Sakura: Enough. Let's get going.

Higokumaru: Ok. Ok.

Higokumaru transforms back into Hellmaru.

Patrick: I guess I should do the same.

Patrick goes to an edge and summons his master.

(Chinju Forest)

They made it down to Chinju Forest where the foxes, Kallen, and Selune's Elgy rode on Hellmaru while everyone else rode on Toriyama. Patrick sent Toriyama back and Hellmaru changed back into Higokumaru.

Higokumaru: That felt awesome, Sakura-Nee! Felt like we were Songo and Kirara.

Sakura: Yes yes, Higokumaru. Now let's go find her.

The group searched till they found something that looked like a giant toy tanuki.

Paimon: Huh? What's that?

Sakura: Our little helper.

Sakura touched it.

Sakura: Sayu. It's us. Wake up.

Then it transformed into a little human girl.

Paimon: Ah! That toy tanuki just turned into a human! What's going on, Paimon's never seen one of these before!

Sayu: Not a tanuki... I'm a mujina... *snore*... I'm so tired... if I don't get enough sleep... it'll stunt my growth...

Sakura: You never get enough sleep.

Paimon: Um, is this the "professional" you were talking about?

Sakura: Yes. That's her. Everyone, this is Sayu.

Paimon: Heh... She doesn't look very professional at all.

Sakura: She still has flaws.

Yae Miko: Hehe... She is a member of the Shuumatsuban, a genuine, bona-fide ninja.

Paimon: Wow, a ninja! So was that one of those legendary ninja transformation techniques?

Sakura: Yes.

Paimon: Anyway, what's the Shuumatsuban?

Yae Miko: It belongs to the Yashiro Commission. A secret unit under Kamisato Ayato. Now, Kamisato Ayato and the Yashiro Commission are neutral parties, so I have no right to give orders to the Shuumatsuban. However, convincing their most chronically lazy member to help us is well within my abilities.

Sayu: Ah...

Yae Miko: Here's what I need you to do: Go into town and find evidence of the Tenryou Commission's betrayal. It would not be appropriate for me to be seen there myself.

Sakura: Or else there will be consequences.

Paimon: You make it sound so simple, but...

Kiana: We have no idea what we're looking for.

Aether: What exactly is the evidence?

Yae Miko: Hmm? Oh, I thought you would have figured it out by now. Alright then, I'll indulge you with a little more information. For a complete outsider, probing the inner workings of the Tenryou Commission is nigh on impossible. But since the three Commissions work together to serve the Shogun, they have a close relationship. Someone from one of the other Commissions might have an easier job of figuring out what they're up to...

The Yashiro Commission!

Yae Miko: Hehe... Now you're following me. The Shogun's Army haven't given up on their search for you yet, but with the help of this Shuumatsuban ninja, I'm sure you'll be able to rendezvous with your friends. Don't forget we're on a tight schedule here. Be sure to bring back the evidence in good time.

Sakura: In that case we need to shorten our party and be disguised.

Sakura does a hand sign then she gets covered in smoke. But what emerged was Sakura in a normal Shrine maiden outfit wearing a different mask and her fox ears were gone. Kallen also transforms but is wearing her nun outfit.

Sakura: Only Kallen and I will go with Aether and Paimon. Everyone else will go into my teapot.

Tamamo: I'm going too.

Tamamo glowed then her blue kimono was replaced with a red kimono with a green obi ribbon and her hair changed into brunette. Her fox ears and her fox tail also disappeared too.

Sakura: Ok you can come too.

Patrick: Alright.

(Inazuma City)

Sakura, Kallen, Tamamo, Aether, and Paimon in disguise went into Inazuma City and thankfully none of the Shogunite recognized them. Sayu sneaked past everyone. They made it all the way to Komore Teahouse where they took off their disguises and the party got out of the teapot.

Sakura: That was a close one.

Tamamo: None of them even recognized us. Mikon~

Paimon: Thoma! Thoma, you there!

Sakura: Thoma!

Paimon: It's us, we're back!

They find Thoma in one of the rooms.

Thoma: Everyone, what brings you here? Did you meet with the resistance?

Sakura: Yes we did.

Thoma: How's the battle going?

Sakura: With us by their side, the resistance has an advantage.

Thoma: Is it safe for me to come out yet?

Paimon: Not just yet... we saw people patrolling on our way here.

Kallen: We've had to disguise ourselves.

Thoma: So it's still not over... I guess you came here because you have something to discuss?

Tamamo: Yes we do.

Thoma: I'll get someone to call for Miss Kamisato, bear with me for one second.

Thoma leaves then comes back then later, Ayaka shows up.

They inform Ayaka and Thoma of the current situation...

Kamisato Ayaka: I see. You have been through a lot since we last met. I understand, you need evidence of the Tenryou Commission's betrayal. Let me think... Now that you mention it, there is one thing that has always concerned me. The Shogun's Army has been at war with the resistance for a long time now, but not once has the Shogun ever inquired about it. I used to think that she simply didn't care, but looking at it now, perhaps the problem all along has been with the Tenryou Commission's reports to the Shogun.

Paimon: What do you mean?

Kamisato Ayaka: The Tenryou Commission presides over domestic military affairs. If they ever had any intention of concealing information in their reports, we would have no way of knowing.

Sakura: What about the Shogun?

Kamisato Ayaka: Meanwhile, the Shogun would incorrectly conclude that the Vision Hunt Decree poses no threat, and would stick to her decision. If we had access to their reports, it would confirm everything.

Thoma: But as I recall, the only person authorized to access that kind of official documentation is Kujou Takayuki.

Sakura: Kujou Takayuki.

Thoma: It's heavily guarded too. Even with Sayu's help, swiping a document from under their noses is no easy task.

Kamisato Ayaka: If only there was a way we could distract the guards just for long enough. Hmm...

Sakura: A distraction, you say...

Aether: We've done this before...

Thoma: Yoimiya's fireworks!

Higokumaru: Yes! Her!

Kamisato Ayaka: That's a very Thoma-sounding suggestion... But it's a reasonable one. The Statue of the Omnipresent God is right by the Tenryou Commission. If someone set off fireworks near the statue, they certainly wouldn't ignore it. While they were preoccupied with that, Sayu could infiltrate the Tenryou Commission and take the report, as well as any other evidence she might find...

Thoma: Great! It feels like I'm getting closer and closer to being a free man again.

Sakura turned to the entrance.

Sakura: Did you get all that Sayu!

Sayu: Indeed I did, Sakura.

(Ayaka, Thoma, and the party sit at a table with food.

Thoma: Ah... It feels like it's been an eternity since we last sat down and talked like this.

Aether: It's not been quite that long...

Thoma: Well, it certainly felt like it to me... I've been looking forward to seeing you again every day since I got here! This Teahouse used to be my favorite hiding place, but now... I've honestly lost track of how long it's been since I last set foot outside of here. Oh, man! I want to go to the hot springs so badly!

Paimon: Poor Thoma...

Kallen: We'll you soon will after the war is over.

Kamisato Ayaka: Let's focus on the issue at hand. The sooner the Vision Hunt Decree is abolished, the sooner Thoma will be free. This was a reunion of sorts, but there's no time to catch up. We'll celebrate properly when it's all over.

Thoma: Oh, let's play the hot pot game again!

Paimon: You're still thinking about that!?

Kiana: We can't do that! I don't want to go through the same thing like last time!

Kamisato Ayaka: The Tenryou Commission is heavily guarded. Be careful when you get near. Let's meet back here afterwards.

Paimon: Alright, guys.  First, let's go to Hanamizaka to find Yoimiya.

Thoma: *sigh* I really hope the plan works out...

Kamisato Ayaka: Fireworks are more visible at night... If possible, I suggest you wait till after dark to put your plan into action.

Sakura: We'll do exactly that.

(Hanamizaka)

Only Sakura, Higokumaru, Aether, and Paimon went. So they can avoid attention.

Paimon: Yoimiya, we need an extra-large firework! The super, duper big kind!

Yoimiya: "Extra-large firework"?

Sakura: For another distraction.

Yoimiya: Hee-hee, you sure came to the right person. As it happens, I made this really souped-up one just a couple days ago. But it's so powerful that I haven't found anywhere I can test it out yet... may as well give it to you. Let me know how it turns out.

Sakura: Ok.

Yoimiya: Don't forget, move well away from it after you light the fuse, and try to avoid burning your clothes. Also, it's best that you cover your ears...

Paimon: Eh, why does Paimon feel so nervous all of a sudden...

Yoimiya: Hahaha, don't worry, it's just a firework, come on. What's the worst that could happen!

Higokumaru: A lot of things.

Paimon: We'll give it a try... Thanks, Yoimiya.

Paimon: Well, we've got our distraction. Now we just need to wait for nightfall.

Sakura: Let's head back to Komore Teahouse.

So they waited till it was night. Sayu along with Aether, Paimon, Kallen as Rouge Extraordinare, Selune's Elgy, Sakura, and Higokumaru, were at a spot hidden from the patrols by the Tenryou Commission.

Sayu: Mmm... pretty much how I thought... There are loads and loads of people... if one of them spots me, I'll get caught... We need to get rid of them, or I won't be able to sneak inside...

Aether: We'll just have to trust Yoimiya.

Kallen: And don't worry Sayu. You'll have me and Selune's Elgy by your back.

Sayu: After I get the document, let's meet back at Komore Teahouse, okay? Also, if I do get caught... please come rescue me...

Paimon: Is this really a good idea...?

Sakura: We don't have much of a choice.

Paimon: Uh, a—anyway, let's make our way to the statue! Careful does it, watch out for guards and don't get caught!

Sakura: Now let's move.

Sakura, Higokumaru, Aether, and Paimon go to the spot by the statue to set off the firework. Then they go down below the wooden floor. They light the fuse and the firewood goes off.

Paimon: What kind of firework is this!? By the look of it, Paimon's ears are gonna get blown off! Oh, Yoimiya... you are officially nuts... Uh-oh, they're all coming this way! Guys, quick, run!

Sakura: Let's move!

Sakura uses a time fracture then time slows down then she scoops Aether up and runs fast then jumps over the edge and makes it to the other side. Higokumaru and Paimon follow them. Aether as was actually blushing from getting carried by Sakura. Eventually, they made it back to Komore Teahouse.

Kamisato Ayaka: Well? How did it go?

Aether: I'm not sure...

Sakura: We lit the firework and ran away...

Kamisato Ayaka: Well done. Let's wait for news from Sayu and Kallen.

After some time...

Kallen, Selune's Elgy, and Sayu returned back to Komore Teahouse.

Sayu: *panting*... I know exercise helps you grow, but this was a little too much exercise...

Kallen: Is wasn't easy.

Selune's Elgy: We've had to stay hidden for so long.

Sayu: I feel so dizzy... everyone is spinning... No, I can't sleep yet. There was something important I was supposed to do first... Oh, right, yeah. I got it!

Sakura: Did you get the document we were looking for?

Sayu: I didn't know how to find the document you guys were talking about, so we just swiped a whole bunch of stuff that looked suspicious.

Kallen: She didn't even bother to read them first so we had to steal all the suspicious documents.

Sayu: Here you go... I'm going to sleep now...

Sakura: Sure thing Sayu. You've earned your rest.

Sayu: Thank you.

Sayu leaves the room. Then Ayaka goes through the documents.

Thoma: Milady, what are we looking at?

Sakura: Anything suspicious yet?

Kamisato Ayaka: This sealed envelope must be an official report that the Tenryou Commission is preparing to present to the Shogun. In addition, we have... correspondence with the Fatui.

Sakura: We knew it.

Kamisato Ayaka: It seems that Guuji Yae was right. They have been fomenting unrest behind the scenes. Everyone, this should be ample evidence. Please take them to Guuji Yae. I trust she will have a plan for the next step.

Sakura: We'll do exactly that, Ayaka.

Kamisato Ayaka: I will also gather some people to try and root out the rest of the Fatui in Inazuma.

Patrick: Time to destroy their Diplomatic Immunity in Inazuma for good.

Kiana: And prove to Inazuma that they're all criminals!

Thoma: Still, mind yourself when you face the Shogun. I still get goosebumps just thinking about her drawing that blade...

Kamisato Ayaka: Again, we'll just have to trust Guuji Yae. She is close to the Shogun, so maybe she will have a way...

Paimon: If Paimon remembers correctly, it should be time for our meeting with Yae Miko soon. Let's pack up our things and get ready to head to the Grand Narukami Shrine.

So they packed their stuff then Kiana opens a Void Portal to the Grand Narukami Shrine then the party goes through.

Kamisato Ayaka: That Guuji Yae... she's such an enigma.

Thoma: Mind yourself against the Raiden Shogun!

(Grand Narukami Shrine)

Kujou Sara: Lady Guuji. Here I am, as promised. Rest assured I came here alone and told no one about this trip.

Yae Miko: I knew you would keep your promise, after all... I'm sure you've barely been able to take your mind off it these past few days — have you managed to get any sleep at all?

Kujou Sara: I—I... You're quite mistaken. I would never doubt the leaders of my clan. So. Where is your proof?

That's when the party arrives.

Sakura and Aether: Here.

Yae Miko: Ah, how wonderful. Everyone's keeping their promises today.

Paimon: You wouldn't believe what we had to go through to get our hands on this stuff.

Yae Miko: Hand them to Sara. She can examine them for herself.

Kujou Sara: What is this?

Sakura: Our evidence. Just as we promised, Sara.

The Official Tenryou Commission Document is shown to Sara.

Kujou Sara: ...I see this document bears the official seal of the head of the Kujou Clan. And it doesn't look like a forgery... I don't understand... not a single word about the resistance, Sangonomiya, or the situation on the front line... What about the soldiers who gave their lives on the front line, or the hardship endured by the people? Do they deserve no mention!? Utter disregard for human life. Why would they want to hide it?

Yae Miko: For the sake of the Vision Hunt Decree, of course. Don't you think the Shogun might reconsider her policy if all of the things you just mentioned appeared in this report?

Kujou Sara: So the Tenryou Commission... they are deliberately deceiving the Shogun?

Yae Miko: Yes. Now... who else do you think might be benefiting from the Vision Hunt Decree?

Aether: We also have a confidential letter here.

Paimon: This is a letter from the Tenryou Commission to the Fatui. The head of the Kujou Clan kept this a secret from the Shogun, too.

Sakura: See for yourself.

Sakura hands it over to Sara.

Kujou Sara: ...

Yae Miko: Well? The things you wanted to see, but also wished not to see, are here before you.

Sakura: That Fatui have been using the Shogun. This is our evidence. What you are seeing is the truth.

Yae Miko: Surely... you aren't planning to turn a blind eye to them?

Kujou Sara: So everything I've ever held on to... it's all... How could they... Argh! This betrayal is unforgivable... Takayuki, you've got some explaining to do!

Sara runs away past the party.

Paimon: Kujou Sara seems pretty angry, huh. Looks like our Tenryou rebellion is successfully underway.

Sakura: The Shogun's Army is without a leader for now.

Aether: If we follow her, we might meet the Raiden Shogun.

Paimon: Yup yup, let's catch up with her.

Yae Miko: Hold on, Travelers. There's something else we need to discuss.

Paimon: Huh?

Mei: What is it?

Yae Miko: Last time you entered the Plane of Euthymia, it was in front of the Statue of the Omnipresent God, correct?

Aether: Correct.

Patrick: Exactly.

Yae Miko: You must find a way to recreate the circumstances of that day.

Kiana: How?

Yae Miko: If you can get the Raiden Shogun to "open her heart" to you once more before the Statue of the Omnipresent God, you will have the opportunity you need...

Aether: We will do our best.

Mei: This time we'll be able to do it.

Bronya: Yes.

Yae Miko: Take this with you as a farewell gift.

Yae Miko hands them a floating omamori.

Paimon: What is it?

Sakura: Thats the...

Yae Miko: The omamori from the Grand Narukami Shrine are very potent indeed. I thought I'd put one aside for you.

Aether: Thank you...

Sakura: We will treasure it.

Yae Miko: Hehe, if you find yourself at your wits' end, take it out and see what happens. Maybe your prayers will be answered, and all your problems will disappear in the blink of an eye. Or, if you ever think about me during your journey, take it out won't you? Who knows, maybe I'll just end up appearing right in front of you.

Paimon: Cut it out, Fox Lady. This isn't the time or place to be poking fun at the Traveler.

Yae Miko: Hehehe... I'm sorry. Well then... time for you to face my hopeless fool of a friend. I'm counting on you.

Sakura: We will, Miko. Just leave it to us.

Mei: We're going to fight against Raiden Ei again. And beat her.

Yae Miko: Well, go on, time for you to face my hopeless fool of a friend. I'm counting on you.

(Tenryou Commission Headquarters)

They managed to catch up to Kujou Sara.

Kujou Sara: You followed me here? You've got guts, I'll give you that. Since you are witnesses, I suppose I can shield you from arrest — at least until I have received an explanation from Takayuki.

Sakura: Thank you, Sara.

Kujou Sara: But... if it turns out that you have been deceptive in this matter, then not only will you be arrested immediately, but you'll also be charged with one more crime. Do I make myself clear?

Aether: Perfectly clear.

Sakura: Lead the way.

Kujou Sara: Hmph. Good.

So the party followed Kujou Sara to the building and thankfully, Sara was able to shield them.

As soon as they entered in, they were halted by guards.

Tenryou Commission Guard: Apologies, Ma'am, orders from the top. No one is allowed to enter!

Kujou Sara: Out of my way! I need to speak to him. I won't tell you twice!

There were 4 guards. Sakura and Sara nodded to reach other then summoned their weapons and rushed in and took on the guards.

Sakura: Stay back and leave them to us.

Mei: Ok.

Sakura: I believe now is the time we put our differences aside Sara.

Kujou Sara: Fine, Sakura. Doesn't mean I like you.

Sakura: You soon will like me after the war.

As they defeated the guards, more showed up. The party decided not to stand by any more and decided to step in and fight.

After they defeated all the guards, the man himself showed up.

Kujou Takayuki: Stop! Sara, have you gone insane!? How dare you disregard my orders!

Kujou Sara: M—Master, I...

Paimon: Go on, ask him! Don't let him intimidate you!

Sakura: Ask him for the truth!

Kujou Sara: ...Master Takayuki, I've seen the report to the throne and the letter to the Fatui... please, tell me why!

Kujou Takayuki: So this is how my documents went missing from headquarters? You stole them...

Kallen: It wasn't her. It was us.

Kujou Sara: Should I take your words to mean that... these documents were not forgeries? They were really penned by your own hand? Please tell me, Master, I need to know... Has the Tenryou Commission really... betrayed the Shogunate!?

Kujou Takayuki: Hmph... Yes, I have dealings with the Fatui. And yes, the report you saw was penned by my hand.

Paimon: Heh, he just came right out and admitted it...

Kujou Takayuki: The diplomats from Snezhnaya promised a very generous reward indeed... and all they requested of me in return was to see that the Vision Hunt Decree is upheld. For too long, the Kujou Clan's position has been coveted by so many. There is no shortage of clans who would tear us down at the first opportunity. So, when the chance arose to gain the backing of another powerful nation and crack down on our enemies at the same time... It appeared to me to be an excellent deal. I simply saw no need to inform you, Sara.

Kujou Sara: But... you worship the Shogun. How can you betray her after all this time and act like it's nothing!?

Kujou Takayuki: Betrayal? How can you call this a betrayal?

Kiana: Because the Fatui are using you!

Kujou Takayuki: The Fatui may think they are using me, but the reverse is true. What could they possibly hope to achieve? When the lightning strikes in Inazuma, they shall fall to their knees and tremble, paralyzed by fear and trepidation. After all... None can contend with the supreme power of the Almighty Raiden Shogun and the Musou no Hitotachi!

Aether: His intention wasn't to betray the Raiden Shogun...

Mei: He's just over-confident in her power.

Paimon: Yeah... he doesn't worship the Raiden Shogun herself, but her power as a warrior — especially the Musou no Hitotachi. In fact, he seems to be way too into it...

Kujou Sara: But Master... what about loyalty? Ever since I was adopted by the Kujou Clan, you taught me the importance of loyalty from servants to their superiors... But it's clear to me now that you wanted my loyalties to stop with the Kujou Clan. So you were scared that I would betray you one day? You hypocrite! Preaching about virtue just to mask your own wretched selfishness!

Kujou Takayuki: Selfishness? I am but safeguarding the eternity of the Kujou Clan. I'm quite sure the Almighty Shogun would be sympathetic to that, as would the former head of our clan.

Paimon: Hate to say it, but his ego is getting in the way. If he thinks the Kujou Clan is a match for the Fatui, Paimon thinks he's in for a nasty surprise...

Aether: There is no point trying to argue with him.

Sakura: Let's see what Kujou Sara thinks.

Kujou Sara: I've doubted the Vision Hunt Decree in the past. I asked myself, is this truly the correct thing to do? Even though it goes against what I know in my heart to be right? But I chose to obey the Shogun. For as long as she leads the way, who among us is qualified to judge between right and wrong when we have not yet reached the end of the path? But now I realize that the path of eternity is one without end, while this path... it has long since been defiled by your selfish ways. So, I'm going to tell the Shogun the truth about all this. If nothing else, my conscience will be clear!

Kujou Takayuki: Stubborn and futile... Report to the Shogun if you so wish. The Kujou Clan's position is now unshakable, and nothing you can do will change this. The Shogun is at Tenshukaku receiving a Snezhnayan diplomat — the Harbinger by the name of "Signora."

Hearing that name made them summon their weapons again.

St. Freya Knights and Valkyries: Signora!

Paimon: Signora's the one behind all this? Ugh, not her again! Way back in Ritou, Lady Hiiragi said something about the Kanjou Commissioner meeting with an arrogant-sounding woman... We should have known.

Kujou Sara: A diplomat from Snezhnaya? Well! If she thinks she's leaving Inazuma in one piece, she's got another thing coming!

Sara rushes out to go see the Shogun.

Paimon: Sara stormed off... do you think she's gonna go barge into Tenshukaku right now?

Aether: Either way, we have a score to settle with Signora.

Paimon: You can say that again!

Patrick: Let's kill her properly this time and make her pay.

Paimon: Alright then! Let's do this!

So the party rushes out of the building.

Kujou Takayuki: As long as we have the Musou no Hitotachi, the people of Inazuma have nothing to fear. A self-evident fact, yet Sara is blind to it... Hmph.

When they passed through the gate to Tenshukaku, they noticed guards on the ground panting. As they went up they noticed more guards panting on the ground. When they got to the building they stopped.

Sakura: Signora must have done this.

Paimon: We'll what are we waiting for! Let's get in!

Mei: Hold it!

Mei got everyone's attention.

Mei: The first time we met, La Signora, she beat us and stole Venti's Gnosis in Mondstadt. Then in Liyue she and the Tsaritsa took advantage of Zhongli's contracts and easily obtained his Gnosis. But since we have the Gnosis in safe hands, our only concern is that we need to kill Signora to make the Fatui lose an advantage. We've seen how strong Signora, Childe, and Scaramouche are. Signora has the power of Cryo but she could have another form and element like Childe. We need to decide who will go up against Signora.

Paimon: Why?!

Mei: Because some of us are not Herrschers, Durandal is in no condition to fight against a Harbinger, Signora could overpower us if we all go up against her, and if we push her to a corner if we all go up against her, she could call for help.

Kiana: What are you proposing?

Mei: I'm proposing that only I, Kiana, Patrick, Bronya, Seele, and Aether fight against Signora. We started in Mondstadt and lost to Signora and we're going to get our vengeance.

Theresa: But Himeko and I were there too!

Himeko: We we're there when we lost against Signora.

Mei: That is true but this time I only want a limited number to fight against Signora.

Fu Hua: I'm fighting against Signora too. I know I wasn't there. But we need as much fire as possible to melt her ice so she doesn't pull the same truck she did to you again.

Mei: Alright.

Kiana: If we do this, how will we know that it won't be like the last two times?

Mei: Because before we weren't a full party and because the first time everything happened so fast and the second time we were fools. But now we can do this, together.

[There should be a GIF or video here. Update the app now to see it.]

Mei holds out her arm for the others to put hands in the middle.

Patrick: Alright.

Patrick puts his hand in the middle.

Kiana: We can do this.

Then Kiana.

Bronya: We are Valkyries.

Then Bronya.

Seele: I'll be brave.

Then Seele.

Fu Hua: This time we're going to make her pay.

Then Fu Hua.

Aether: This time we're going to win.

And lastly, Aether.

The Valkyries and Patrick close their eyes then they transform into their Herrscher forms while Seele transforms into her Starchasm Nyx Battlesuit but with the blue colors instead of the red colors. Fu Hua was in her Herrscher Kimono and her long grey hair was flowing free. Kiana was the Herrscher of Flamescion instead of the Void. And Mei was in her actual Herrscher form before wearing the same clothing as the Raiden Shogun. Then they opened their eyes and put their hands up then down.

Patrick: Let's go make someone pay.

Then the screen freezes, the background turns into a sepia tone, and then the black "To Be Continued" Arrow from "JoJo's Bizarre Adventure" appears and stops at the bottom left of the camera.
