First, you wanna map out your basic dragon anatomy. You don't have to draw the eyes or any other details tho

Then, make a more detailed sketch with the expression, and maybe mark out where you'll start drawing the back spikes.

Now add lines over top of this so it's easier to draw the lineart.

Now you can finally finish your lineart and take away the sketch layers. (You should put every step on it's own layer)

Basic colors

Then add markings, details on the eyes and color your lineart

Add your background! It can be as simple as a circle or you can do whatever you want.
