The walking sticks belonged to Durmstrang Institute and were used by Durmstrang students when they arrived at Hogwarts School of Witchcraft and Wizardry during the Triwizard Tournament. They were thick wooden sticks and were used in the Durmstrang students' introduction, leaving scorch marks every time they were stamped on the floor.
