Backstory : Lucas D. Marvelous, was just an ordinary Horse Racer just like Johnny Joestar and Gyro Zeppeli. They were the only friends Lucas had in this world while it was being governed by the 23rd United States President Funny Valentine. His life was all normal and all. But until it went upside down when he was searching for Dinosaur bones to dig in a cave. He stumbled upon one of the Holy Corpse parts. Which is the skull and Spine. Both if those would give him a special power and a special someone. The first was the unique power. He can morph into dinosaurs and turn everyone else into dinosaurs. Then for that special someone. It was a blue humanoid rabbit with a mask. It had the power to travel to different dimensions. These were his Stands. Scary Monsters and Dirty Deeds Done Dirt Cheap. Or D4C for short. With this power he can travel to different universes and make everyone dinosaurs. Not only that, as he was traveling to different universes. Hes become the Administrator of the SCP. foundation.

Scary Monsters abilities:

Dinosaur Infection: While Scary Monsters may not have a physical form like most stands. When this ability is activated. Anybody that is near Lucas for about 10 meters turns into a theropod dinosaur.

Dinosaur Transmutation: Lucas uses the Virus on himself to turn into a Dinosaur himself

Fossilization: Lucas demonstrates the ability to alter beings transformed by his Stand into a hardened dormant state much like a fossil. The ability can be used a variety of ways, from fusing a being into a structure like a rock or a tree as a camouflage, to shaping the fossilized being into something more creative like candle holders.

D4C abilities:

Dimension Hopping: With Dirty Deeds Done Dirt Cheap. Lucas allows different parallel worlds/dimensions to co-exist at the same time and/or in the same place. It also allows its user to visit these parallel worlds/dimensions and interact with them. Lucas travels by being closed between two objects, shown first by putting himself between a chair and the ground. Liquid materials, such as water count as objects as well, and even dust or steam. Lucas only needs an infinitesimal part of himself put between two objects to be able to hop between dimensions. Following that, Lucas may reappear from anywhere, like emerging from someone's back, presumably by affecting objects in a neighboring dimension. One of the early facets of this power was that he was impervious to projectiles as the hit body part would transform simply into a hole, however, this was then left out after its initial usage.

Menger Sponges: before obliteration, potentially causing an explosive reaction that may harm those close by. This rule does not apply to Lucas himself. He can also only partially drag people into a new dimension, immobilizing them inside an object.

Diego Brando has demonstrated that people other than the Stand User can pull people to other dimensions if he reuses the same objects that were used to drag them between dimensions.[8]

It is explained that between dimensions, gravity as a force is able to persist with Lucas when he hops between dimensions. This keeps him from breaking into pieces and becoming scattered across the different worlds.

If Lucas D. Marvelous is injured, he can hop into another dimension and transfer his D4C to this world's Lucas. Said Lucas acquires the memory of the previous Lucas and becomes the 'Root Valentine' by virtue of now possessing the Stand, but his consciousness remains different from that of the previous owner. Nevertheless, since each Lucas is dedicated to gathering the Corpse Parts and has the same personality, the differences are unnoticeable. Furthermore, he can summon any number of alternate selves to a target dimension in order to outnumber his opponents. These Lucas do not have D4C's of their own however, this Stand seemingly being wholly unique to the 'Root World', the single universe where the Corpse resides.

D4C Love Train Ability:

Misfortune Redirection: Basically.... Any bad thing that happens to Lucas would redirect back to anybody who tries to harm him.

D4C Requiem Ability: It gives Lucas D. Marvelous along with D4C to be immune to The Golden Spin making him immune to Tusk Act 4's infinite spin and not only that. D4C can direct the misfortune to anyone rather than just one person. But also multiple.

D4C Over Heaven Abilities:

Reality Overwrite: Lucas D. Marvelous and D4C gains the new signature godlike power to overwrite reality, allowing DIO to rewrite virtually anything in time. The potential extent of this ability appears to be limitless, as this power can be used to rewrite the existence of anything he wants.

While in Over Heaven mode: D4C still retains his base abilities, his love train abilities, and requiem ability.

Dimensional Manipulation: Basically Lucas and D4C when they achieve Over Heaven they can manipulate all of Dimensions

10 Shadows Technique: Basically Lucas has a bunch of Animal Friends to help him in his battles. Not only that he has an Angel that was kept locked away because he was too powerful for even him. His name is Mahoraga
