When Naruto escaped from a failed attempt from Danzo's root, He realized that no where in the Elemental Country was safe. So he had to flee from the Country and head toward somewhere new where no one would treat him like the "kind" citizens from Konoha. Luckily at Tea Country, He heard stories of a kingdom that specialized in magic. Luckily Kurama managed to teach him plenty about Magic in case Konoha decided to seal his chakra. It would help him get an advantage over the simple minded fools that made his life a living hell.

It also helps that he's a hard worker unlike Sasuke. It doesn't help that the stupid council at Konoha also gave Sasuke everything that he wished. Naruto also knew that Sasuke was treated like royalty when he really shouldn't be. It irked him when he heard stories of the so called great Uchiha...When he actually is a great traitor. He brought back Sasuke and people were quick to scold him...Him?! He just brought back the Uchiha and they scorned him for it. Luckily..He knew that some of the Rookies along with Konohamaru, Udon, and Moegi didn't blame him. The same can't be said for Sakura. Honestly he expected it...since all she wanted was to lust after the Uchiha who always treated her like garbage. 

So he decided to hop on the next boat towards this kingdom with the money that Tsunade managed to give him. On the boat ride...He felt that this would make him greater than before. 

He didn't know how right he was until he arrived in Clover Kingdom...Two weeks later.
