Bellcatty: *evolves by leveling up while holding a soothe bell*

Bellcatty is basically a bigger and more menacing Delcatty, who lies down on its belly. It now has an actual bell at the tip of its tail, which hangs over its back. It also now has a magenta mane thats in the shape of a heart, and it's ears are pointed down and or are magenta as well.

Dex entry: Bellcatty, the pampered pokemon. Bellcatty use the bells on their tails for summoning its owner or other pokemon to its presence. They always feel constantly spoiled by how their manes keep their necks nice and warm.

It also gets the new move, "Soothing Ring" a base 80 special attack that lowers evasivness of all pokemon, and has a 15% chance to confuse its targets.
