Yes, this quirk is called Atom Party! with an exclamation point after it; it's not just for the title.

Basically, this quirk allows the user to excite (hence the party part) or calm atoms with a major radius of effect.

Two examples of how this could be used:

1. The air heats up
This is a decently basic form of exciting atoms, but it's pretty useful if you're cold.

2. (Very cool example:) A pocket of air is calmed to the point that the atoms within that pocket move extremely slowly.
This is a good way to slow down opponents enough to attack, but do remember that if you shoot something into it, that projectile will move slowly as well, as if in a sort of gel.

This quirk was very fun to come up with, and I'm very proud of it.
