- In my opinion, raising transport fee would raise civilian’s burden. There are too many funds for just one vehicle (servicing roads, guarantee, registering fee, environment fee, etc.)

- We should not capture transport fee for motorbikes because: The area of motorbikes is approximately the same as bicycles and much less than cars; motorbikes is the most popular transportation of civilian, the fact that they use it in rush hours is just because of their need to travel from work place or school to home. It is the problem of city planning and population distributing.

- If we capture the fee, it would contradict with the government policy to reduce tax for citizens.

- In fact, it would be very hard to be possible, equal and accurate to make everyone pay the fee. ____________________

- There may be some opinions like: the poor also use motorbikes as tools to earn their living => but we only capture 500,000 dong/vehicle/year with vehicle under 175 cc, that means each month they have to pay nearly 50,000dong => acceptable.
