Well, I can't give an official answer to that question, so I will just give my opinions on that matter. 

For starters, why does anyone sit at the back anyway? In Malory Towers, the students prefer to sit in the back row as they like it there. If a student misbehaves in class, they will be forced to sit in the front row so that the teacher can keep an eye on them.

Let's say it's the first day of the new school year and everyone goes into a new classroom. Does your teacher assign seats, or do you choose your seats yourself?

For Beigoma Academy, the latter is more likely. And Shu and Valt probably wanted to sit next to each other. People usually choose to sit with their friends.
