It's cinder! Spiritomb, after he was freed, found Cinder. Knowing he could be trapped once again, he found a poor Pokémon to make his puppet; in this case, that's Cinder. It's a curse.

Spiritomb cursed Cinder to be his puppet. The only upside to this is that Cinder can be in control half the time. However, the other half, there are translucent strings extending from the Tepig as Spiritomb controls her every move.
