You can't tell whether they are kissing or not because the drawing is smudged on purpose because they are in the rain and Alana is leaning on Skye as she kisses her. No they aren't lesbians, Alana found out she's pansexual and Skye is bisexual but is helping her calm down because Tyson criticized her on impulse because he forced her to explain her sexuality and she runs out crying.

Skye had a crush on Alana and Ross, but he died and Alana was suffering with peer pressure due to her questioning her sexuality and Skye wanted to calm her down.

And sometimes thinking about Ross's death, and peer pressure she causes self harm and her friends worry that her greif is the worst detriment in her life if she isn't careful.
