Shouto had been sitting beside Eijirou as they both waited for the bus to come, for they did not want to walk from one end of the city, to the other, while both were somewhat tired.

Not sleeping well the night before, and waking up early, was not the best combo. So having been sitting for a bit without doing anything, Shouto's sleeplessness had gotten to him, and he had fallen asleep against Eijirou's shoulder.
