Throughout the years since the rebellion, after Katniss Everdeen assassinated President Alma Coin and revealed her sick reasoning for using the Victors like Quinn and Snow was finally dead along with the games; everyone began to return to some normality. Katniss, Peeta, and Haymitch went back to Twelve and began trying to put their lives together. Annie went home to Four with her son, Finnick. Micah and Finn stayed in the Capitol and were appointed to be a part of President Paylors' security team. Gale was a leader in Panems new military defenses. Dylan Samuals, Quinten Samuals, and little Athennia remained in District Thirteen with their mother as Thirteen began to move above ground again. Coleman moved north into the Wild as Panem began to expand and the new Capitol was built while the old one became part of the surrounding Districts.

Then, in the center of the new Capitol, in honor of all of the people who died, a steele fountain was created with the names of all of the rebels who died in the center. Then, the center piece of it, made entirely from steele was a life size statue of Quinn Maverick. Then if you looked closely, on the statue were names of all of the tributes who died in the games and Victors who didn't live to see New Panem. Then in the memorial museum, they had a section dedicated to Victors-- dead or alive. The wall was dedicated to their pictures, starting with the first Victor, all the way to Katniss and Peeta. But there was always one that people studied the most.

That was Quinn, her story was a legend. With everything she did she left a legacy that everyone knew, and just thinking about it and her-- it was like a ghost of the games. You could feel the emotion and passion that she had when you read about her or spoke to someone who knew her. Still now, almost fourth years after the rebellion, people like my brother would make the long journey to the new Capitol just for the Remembrance Day ceremony. Each year my brother would come, just to see the kids playing in the water of the fountain, or to see parents show their children the picture of a specific Victor that stuck out to them. Each year until he died, Orion would sit and watch as people would show their kids Quinn's picture and listen to what they called her.

"The Rebel."

"The Runaway."

"The spirit of the rebellion."

"The Legacy."

Orion died a few months before the ceremony, natural causes. Well, that's what I always told people. But I think he died the same way as Quinn did. He had given so much in the rebellion, he had even accepted being disowned by our grandfather, his passion was the future and Quinn, when she died, part of his did to. Emotionally, he was drained. He was exhausted.

So now here I am, Celestia Snow, sitting in the same place as my older brother. Looking at the picture of the girl my grandfather had hated, I had admired, and my brother had loved; and listened to what people had to say about her and the other Victors. My personal favorite was when people said that Quinn wasn't the spirit of the rebellion, but now, the literal spirit of the entire nation.
