Water Detection: he can detect where water is in any form as this can be used, to use different forms of water he can find in small or large areas.

Techniques

 Bubble-trap: With the use of his threads, he can bind his targets by the neck while a large water bubble slowly suffocates the target. SImutaneoulsy, the threads keep the water bubble from dispersing. Can be used long-range.

Marionette: Thins web threads are bound at the joints of his targets and use their body and movement against others.

Fish Bowl: Traps any targets and Breeder himself in a huge water bubble prison. Due to Breeder's complex and the threads holding the water in place, the target is cornered and is slowly drowned. However, the barrier can be easily destroyed.

Spectra-teleportation: he can teleport, using rainbows, he sees as he creates 7 colors of Rainbow, allowing him to get to other places.
