Backstory:

Most of Nobuhiko's background is unknown, aside from the fact that he is currently the CEO of Nabeshima Corporation, Japan's top trading company and one of the major sponsors of the Union Grand Prix.

At some point, Nobuhiko was recruited by the Union Grand Prix, where he became the Game Master of the UGP many years prior. During his time in the Union Grand Prix as the Game Master, Nobuhiko became intrigued upon Eisu Yagami, a player who would constantly win. He would befriend Eisu during that time as a result.

After Eisu's recent victory and his wish to become the Game Master himself, Nobuhiko would give him his Vision Driver and the Providence Card so that he could transform into Kamen Rider Glare to enforce the rules or should something would happen in the game. Nobuhiko would be later promoted as the executive producer of the Desire Grand Prix, a position with the authority to monitor whether the tournament is being held fairly. He would later receive a copy of his original Vision Driver.

Personality

Nobuhiko is a calm and level-headed man. As per the UGP's role to stay neutral, he doesn't harbor any malicious intent towards the players nor Union and villains and wishes the game to be fair for them. Nobuhiko is also shown to be very polite and passive around the players, and even supporting the Riders themselves.

Despite the Union Academy being the organization's enemies and being rotten to the core, Nobuhiko is even benevolent toward the Union's students and professors. Due to his wish to have the game played fair and square, he decides to personally handpick five elite students and make them Kamen Riders to have the game fair for both sides. However, he is shown to be willing to take away their Rider powers should they abuse them.

Behind this image, Nobuhiko is shown to have an obsession with making the Union Grand Prix as "real" as possible. This is the main reason why he limited the powers of Union and villains, so to prevent any disruption toward the "realism" of the games.
