II Kings 15:18

"And he did evil in the sight of the Lord; he did not depart all his days from the sins of Jeroboam the son of Nebat, who had made Israel sin."

(This verse and similar verses accurately describe every single king of Israel. There was never a good king of Israel, only a few good kings reigned in Judah. However, Hoshea was described as being evil, but not as evil as the kings who came before him. Nevertheless, Israel remained in sin.)
