it's been four years since the drug that gave people powers came out. obviously some people decided to be heroes but there were those who decided to become villains. while the heroes deal with big villains they let the smaller and lesser known villains. it seems heroes only go after people who could increase they rep. that's why someone made a website for people who don't consider themselves heroes or villains but still want to take down some people. but becarful if any heroes are around, they might not take kindly to someone taking credit for taking down villains
