So you can not make everything for your planet without commands. The only things you can do is make what it will look like without life and its size. So, deal with it.

There are commands that make it so that your planet can gain life overtime like earth did. Though you do have to be careful as you can end up destroying your planet as well. Though if you have life there is a chance that the life will destroy you like earth.
