IceWing names are a pain in the butt to think of, I know from personal experience. Definitely the hardest of any Tribe, so I don't really blame you.

Appearance: He's a sandy yellow color, with swirly under wings that are blue with light blue Icewing spikes, but they are clumped up by the he's they're just kinda long like an icewings, and he has black Samdwing patterns on his scales, and a barbed tail with Icewing rigged claws, and black eyes. He has an enchanted Jay's feather on one ear and an earring, and i haven't desired what it does yet, and he also has really small classes on his snout like a professor would.

Huh. I like him. This is a bit confusing (no offense, but your grammar is.. off) but I get the idea. I'm honestly just tired of hybrids, but I like him. The appearance is pretty cool, to be honest.

Personality: Determined, he's never satisfied(in a good way), really smart, good reader, wants justice, is willing to fight for his freedom, and he's funny kind, and watchful

Hmm. Not really any flaws? I like the nerdy personality, it reminds me of Starflight (who's like, my favorite character) and it's pretty underused, so I wouldn't change that. But really, add some flaws.

Pretty generic names, but they're just parents, so w/e

Backstory: He's lives his whole life in the Ice kingdom, and he plans to leave but struggles as escaping. But some day it will happen.

This is really short, but I like it so far. I can see why a dragon that's half SandWing wouldn't want to live in the Ice Kingdom.

Other: He isn't animus, but his Jay's feather is, and he has a pet Owl named Skipper that hangs around him a lot(sits on shoulder, flys with, hunts with, watches him write)

The pet owl is cute, definitely keep that. Where did he get an animus touched jay's feather? Does he know an animus?

Overall
2/10 tbh. It's not that he's bad, but I'm not given much to judge him on. I mean... he doesn't even have a name. I like where you're going with him. I'd say, build his character up more and enter him again with more information. Keep the personality. Maybe reconsider making him a hybrid, unless you have a plan for him that relies on that.
