Appearance:Looks like a normal Seawing. Is small for her age. Also has the royal design on her wings.

Body shape, color, etc. You need more details. Is she green or blue or purple? Dark or light? Fat or skinney?

Personality:Takes after her Dad. Is more shy and calm. Tries to talk things out before fighting. Kind of cowardly, but is loyal to her family and friends.

Make sense from where he is coming from. Could use some more details. Go to Wings Of Fire ideas by  Onewhisker.

Abilities:Can hold her breath underwater, can see in the dark, and the stripes on her glow.

You mean breath under water? Normal Seawing stuff, make sense

Family:Mother is Tsunami. Father is Riptide. Older brothers and Whale, the oldest, and Gannet. They are both six.

Gannet? That is very…. Unusual. I have no idea what that is.

Friends:These are all the D.O.D.'s children. Kapok a Rainwing/Nightwing hybrid. Meteorshower a Nightwing. Spiral a Skywing/Mudwing leaning more towards Skywing.

That doesn't make sense. You either can or can't be Queen. She can.

Residents:Currently attends J.M. and was raised there. She sometimes visits the rest of her family at the Seawing Palace.

Backstory:Jellyfish has a hard time even talking to people and has lived her entire life a J.M. with her Mom, Dad, and two older brothers. She rarely thinks of herself as royalty in any form and doesn't care about it. She thinks of herself as a normal dragon and didn't grow up with special treatment.
Her Mom, Tsunami, decided to pass up being Queen after Queen Coral to Jellyfish's Aunt. Anemone already has two daughters and they will inherit the throne after Anemone.
Jellyfish doesn't want to be Queen though and would rather stay on the down low. Once she was old enough to start formally taken classes at J.M. she was a happy and eager student who wanted to make her parents proud.
She has known her friends and their siblings all her life.

Okay, good.

I would rate Jellyfish 7.8/10 I think. Could still use some details but is pretty good. Probably a side character, rather than main. I'm going to take a guess that she is in future.
