An expansion of the organization of Monarch which they allied with in September 13, 1965 as they meet two aliens races which happen a year after the discovery of Monster Zero, seem very coincidental. The two aliens races are the religious Exifs who help them bring Monarch faith for their trouble on Earth and militaristic Bilusaludo lost their planet from a black hole as they give them weapons. They also are aware of the many alien races and many monsters like Gigan, Jet Jaguar, and more interesting Monster X which the Exifs refer as King Ghidorah

After the discovery of aliens, Monarch hope to make peace with the Houtuas as Monarch agent Ling Chen is with the native people don't trust them as Infant Island is sacred. Although the Houtua are very allies to Monarch, Cheif Munak don't want to joined as it might endangered his people as he want to be neutral which Dr. Ishiro Serizawa agree in peaceful terms as the Devine Moths will protect them.

After Titanosauruses were discovered and female was be controlled by Mafune in 1975, United Earth as part of Monarch was shut down as Monarch agents went home to their beloved ones meanwhile the two alien races live peacefully. The Exifs get involved in churches as they help humans along with hearing other knowledge of their god or gods meanwhile the Bilusaludo created prototype weapons for the military and give them design of mechs.

Thank to Godzilla attack on New York, the government decided to bring back Monarch which includes the United Earth but took over a year to find them all as other mutations and alien threats happen during this time.

However unknown to Monarch, both aliens have their own goal: The Bilusaludos created a mecha based on a monster which it nanometal spread across the Earth and assimilate every lifeform meanwhile the Exifs converting their religion to the humans to their faith in hope to summon their god Gidrah, The Planet Eater.
