Secretary of Defense Thomas A. Merrick

Former Navy Seal and third C.O. of Task Force Stalker, A.K.A. The Ghosts. Elias's friend, Hesh and Logan's mentor and field commander of the unit. Now acting as Secretary of Defense and second-in-command of the G.H.O.S.T., Merrick helped Hesh rescue Logan from Rorke and save his son Markus during the outbreak in Colorado. He also recruited Berezovich Kryuger in the PMC, before the latter returned to the Neo-Soviet Union. He also has a professional relationship with Maxwell McKnight, Jack Mason, Jonathan Price and Diego Ordaz. His demeanor often seems cold and harsh, but his track record shows a history of getting the job done.
