I love this name! It fits his Tribe, and it describes him well.

Age: 22, born a few years before his tribe moved to the rainforest

Alrighty, cool. Most people's OCs are dragonets, so it's nice to see an older dragon

Residence: Small hut in the rainforest, lives by himself

I like that

Appearance: Jet black with faint dark blue scales up his legs, at the end of his tail, snout, and outside of his wings. His eyes are the same shade of blue, but slightly bloodshot from the old NightWing island. He has light silver horns, back and tail spikes, claws, and the undersides of his wings are all silver (instead of speckled like most NightWings).  He has a line of actual silver pieces embedded along both sides of his neck, and a single silver hoop earring. Glossy black ink stains cover his front claws. His figure is petite and thin, but he recovered well from the body harm of living in the old NightWing home. His wings are considerably large, and he has very sharp talons. His back and tail spikes are a bit short, while his tail is long and thins out at the end. He fights best in air, and relies on agility and tactic opposed to brute strength. He isn't much of a fighter, though, so he has only one scar that winds around his back right leg.

Very descriptive, I love it! The blue scales are very cool, same with the silver horns. This is nice. Not much to say.. I like the silver and black, they go well together. It's also good that living by the volcano affected him so much, because a lot of people seem to leave that out.

Personality: Inkwriter is very shy and quiet, staying away from large groups of dragons. He is an honest, hardworking dragon with a soft spot for animals (he is actually vegetarian) and is very sentimental. All this is hard to see though, because years of being berated for being too soft built emotional walls in him. It's hard to get to know him, but the only other way to see his true personality is to read his scrolls. He has a beautiful way with words, though his work is little-known. He doesn't mind being alone, and writing always cheers him up when it gets to him.

I like this mostly. I like that he's very introverted, though you see OCs like this a lot. I think that his personality fits an author well. I'd say add at least one major flaw.. shy and quiet are small flaws, maybe, but nothing that's really a big part of his personality. I like that he built emotional walls, maybe add more to that— he could be rude, snappy, something like that around dragons that he doesn't know, because he's afraid of being hurt? Just a suggestion.

"Backstory: Inkwriter's mother, Nebula, died when he was very little because her lungs gave out on her from all the smoke on the island. She had named him after his passion for writing, and supported him as much as she could. She taught him how to read and write early on, when most NightWing dragonets couldn't. He was also a much quicker learner, and very clever. This caused him to get bullied and excluded, as well as become very asocial. When Nebula passed away, Inkwriter was adopted by a large and battle-scarred NightWing who already had two twin daughters. His new father was called Charcoal, and the sisters were Coulee and Pyre. Charcoal strongly disapproved of Inkwriter's interests. He was very manipulative and cruel, often jabbing at Inkwriter about his mother and what a sissy he was. He believed that shame and ridicule were the best ways to teach bad behavior out of dragonets, though his idea of bad behavior was pretty ridiculous. The adoptive sisters were no better. They usually used Inkwriter as their punching bag, kicking him and bragging about their impressive scars and wealth (Which, of course, Inkwriter was given none of). One time Charcoal tried to "train" Inkwriter by dumping him in a one-on-one with Coulee, the more battle-hardened one of the twins. Inkwriter made a run for it as Coulee grabbed his leg, causing the twisted scar down his thigh. A year later, Inkwriter made the decision of becoming a vegetarian. His adoptive family thought it silly of him, and Charcoal hit him over the head, calling him an idiot. Inkwriter finally decided to run away, but not getting far before he realized the volcano was about to explode. He saw Starflight tell the tribe about coming to the RainWing forest if they swore loyalty to Glory. Inkwriter left into the rainforest, seeing a glimpse of his family in the crowd, turning back towards the island. He knew he was leaving them to the volcano, but he had to go.

All very nice! It's a very developed backstory. I love that you give reason for him to be so good at writing. It's a somewhat simple backstory, but it's also interesting. Only problem is that the ending isn't very.. satisfying? Like, it just cuts off, leaving me wondering what happens to him. Does he become a more popular author? I hope so! Also (spoilers!!!!) what does he do after the events of ToP? Stay in the Rainforest? Just curious.

Overall
I'll give Inkwriter an 8/10! I like him a lot, but you could add maybe a little bit to his personality, and his backstory seems like it cuts off at the end. Otherwise, he's very good!
