A week went by as things have been regular, except that the other Avengers gained some fear seeing Daikon's killing Rumlow in such a manner. Guess they finally figured out how much hatred and vengeance he has for HYDRA and wants them eradicated in the most inhumane possible, as in, his eyes, they're nothing but soulless, walking, flesh creatures.

However, Daikon still is the softy for them and Wanda, who was talking about how they can finally work together one day. Maybe something that doesn't involve the other Avengers.

One day, Wanda is seen in her room as she sees the news on the Lagos Mission. The footage of Daikon's brutal attack and killing of Rumlow is shown though some parts were removed for being too violent.

Host: Daikon Black's brutality on these people has been up for debate and I think what he did in Lagos was horrifying. I doubt any of the other Avengers agree with his violent behavior towards these mercenaries.

Wanda: *glares as her eyes glow red* They're working for the same group that made him suffer at a young age. Of course, he'd be feeling that way.

Soon, Daikon arrives with some Pizza he made.

Daikon: I brought you some Pizza, babe. *sees her glaring* Hmm? What's wrong?

Wanda didn't answer as she continues glaring at the TV. Daikon turns to it and sees the Host talking.

Host: There's been an ongoing debate for months now about whether or not the Avengers should operate as a private organization. While they have saved the world many times, there are those who believe they're little more than vigilantes who hold no regards for the law. The damage left behind from their previous battles has yet to fully be fixed even after these years...and the lives lost in the aftermath has been blamed on their actions by some.

Daikon: Pfft. *sat next to Wanda* As if we would take full responsibility for the damages.

Daikon knew that The Avengers worked to fight off the supervillains that the police and military couldn't. Collateral damage was always inevitable and they couldn't save everyone... no matter how hard they fought to prevent that.

To him, he wished he was stronger, but at the same time, there are times even he knew he couldn't arrive at the danger in time.

Host: I think the Avengers should be kept in check. They have no legal authority to operate in foreign nations and yet they completely disregard international borders to chase down criminals. They and other enhanced individuals like them are dangerous to the general public.

Daikon snaps and fires an energy beam from his eyes, destroying the TV. This snaps Wanda out of her anger as she sees Daikon calming down.

Daikon: Now you know why I don't watch the news, Wanda. *shows her the pizza* Hungry?

Wanda: Mmhmm. *grabs one slice and eats it*

Daikon: Don't let that guy get to you. He's a fucking idiot. Has he forgotten the fact that supervillains hold no regard for the law either? Unlike us, they don't give a damn about hurting civilians.

Wanda: I know. Don't worry. I don't care about what he and others say. It's more irritating than feeling any form of hurt.

Daikon: That's my girl. You've grown stronger. Not just your powers, but your mind as well. *eats his slice*

Wanda: *smiles* It's because someone I'm sitting here with showed me how to be strong.

Daikon smiles as they finished the pizza.

Wanda: Did you-

Daikon: Yeah. They're eating it right now.

Wanda: It was very good. Thanks for bringing it here. It cheered me up.

Daikon: No problem. It cheers me up to see you cheered up.

Wanda smiles as they lay on the bed. They smiled at each other as they go to kiss until Daikon stops.

Daikon: Damnit.

Wanda: What?

Soon, Vision phases through the wall.

Wanda: *sighs in frustration* Vis! We talked about this!

Vision: Yes, but the door was open so I assumed that...never mind. I came here to tell you two to come down for a meeting.

Daikon: With who?

Vision: The Secretary of State.

*later*

The Secretary of State, Thaddeus Ross, is standing at the head of a table. Rhodey, Natasha, Steve, Tony, Sam, Vision, Pietro, Daikon, and Wanda have gathered around.

Ross: Five years ago, I had a heart attack. I dropped right in the middle of my back-swing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass... I found something 40 years in the Army had never taught me: Perspective. The world owes the Avengers an un-payable debt. You have fought for us, protected us, risked your lives... but while a great many people see you as heroes, there are some . . . who would prefer the word "vigilantes".

Natasha: And what word would you use, Mr. Secretary?

Ross: How about "dangerous"? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?

Ross activates a screen behind him. News footage from past Avengers and SHIELD matters flashes on the screen as he speaks.

Ross: New York.

A Chitauri leviathan. Terrified citizens. A soldier firing a gun. The Hulk smashes into a building and sends a dust cloud to engulf the camera. Rhodey looks regretful. He glances behind him at Natasha.

Ross: Washington, DC.

The three Insight helicarriers fired on each other. The destroyed Triskelion. A helicarrier crashes into the Potomac and throws up a massive wave, engulfing citizens and the camera. Sam looks down with guilt.

Ross: Sokovia.

Terrified citizens, running. The city rising. A building falling over is seen. Wanda stares at it while Daikon and Pietro have their hands wrapped around her and give a gentle grip.

Ross: Lagos.

Terrified citizens are seen as Daikon's brutality toward the mercenaries is shown, including his kill on Rumlow as he disintegrates. The others turn to him, thinking he might have some shame seeing what he did in the public's eye.

But they were wrong. Instead, they look in shock as Daikon had a smirk on his face. He has no guilt nor shame for what he did that day and they couldn't believe it as they wonder why he was remorseless.

Ross: *ends the footage* For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution.

An aide hands him a thick book, which Ross slides across the table to Wanda. She picks it up, then slides it to Rhodey.

Ross: The Sokovia Accords. Approved by 117 countries... it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary.

Steve: The Avengers were formed to make the world a safer place. I feel we've done that.

Ross: Tell me, Captain, do you know where Thor and Banner are right now?

Daikon: Why? Still, have desires to make him a weapon?

Ross: That's not-

Daikon: Oh, sorry. It's not like I know most of your actions against humanity and have them stored with no knowledge of what to do with them. Nah. That's impossible.

Ross's eyes widen as Daikon gave him a wink.

Natasha: Daikon, that's enough.

Daikon:

Ross: Anyway...If I misplaced a couple of 30 megaton nukes . . . you can bet there'd be consequences. Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground.

Rhodey: So, there are contingencies.

Ross: Three days from now, the UN meets in Vienna to ratify the Accords. Talk it over.

Nat: And if we come to a decision you don't like?

Ross: Then you retire.

Nat stiffs a smile as Ross begins to leave.

Daikon: Hey, Mr. Secretary?

Ross turns to look at him.

Daikon: Has Betty answered your calls yet? *smirks*

Ross frowns before walking away. Daikon chuckles as he turns to everyone who was staring at him with disapproval.

Daikon: What? It's true though. Not a joke.

Rhodey: But you did it to hurt him.

Daikon: And you think I don't know that, doofus? Of course I did. He's someone I love to mock. And you guys can't stop me.

*later*

The Avengers are gathered at HQ. Steve is sitting, studying the Accords, while Rhodey and Sam argue behind him.

Rhodey: Secretary Ross has a Congressional Medal of Honor, which is one more than you have.

Sam: So let's say we agree to this thing. How long is it gonna be before they LoJack us like a bunch of common criminals?

Rhodey: A 117 countries want to sign this. 117, Sam, and you're just like, "No, that's cool. We got it. "

Sam Wilson: How long are you going to play both sides?

Vision: I have an equation.

Sam: Oh, this will clear it up.

Vision: In the eight years since Mr. Stark announced himself as Iron Man, the number of known enhanced persons has grown exponentially. And during the same period, the number of potentially world-ending events has risen at a commensurate rate.

Steve: Are you saying it's our fault?

Vision: I'm saying there may be a causality. Our very strength invites challenge. Challenge incites conflict. And conflict... breeds catastrophe. Oversight... oversight is not an idea that can be dismissed out of hand.

James Rhodes: Boom.

Daikon: So it's not like a coincidence how we were formed and then these challenges appear of out nowhere, right? Most of the time, we were there after the plan is set by them. So, while I agree that we may have gotten more enemies by our presence...you need to know that even if we're born and choose to fight for good was done after these challenges were set.

Tony puts his phone in a basket and taps it. The phone projects an image of a smiling young man. He looks down, then back up, and pretends to notice the picture for the first time.

Tony: Oh, that's Charles Spencer, by the way. He's a great kid. Computer engineering degree, 3.6 GPA. Had a floor-level gig at Intel planned for the fall. But first, he wanted to put a few miles on his soul, before he parked it behind a desk. See the world. Maybe be of service. Charlie didn't want to go to Vegas or Fort Lauderdale, which is what I would do. He didn't go to Paris or Amsterdam, which sounds fun. He decided to spend his summer building sustainable housing for the poor. Guess where Sokovia.

Everyone feels affected by that. Even Daikon felt some form of shame that he couldn't save the young man that day or anyone else.

Tony: He wanted to make a difference, I suppose. I mean, we won't know because we dropped a building on him while we were kicking ass. *takes a pill with some coffee, then faces the others.* There's no decision-making process here. We need to be put in check! Whatever form that takes, I'm game. If we can't accept limitations, if we're boundary-less, we're no better than the bad guys.

Steve: Tony, someone dies on your watch, you don't give up.

Tony: Who said we're giving up?

Steve: We are if we're not taking responsibility for our actions. This document just shifts the blames.

Rhodey: I'm sorry. Steve. That-that is dangerously arrogant. This is the United Nations we're talking about. It's not the World Security Council, it's not SHIELD, it's not HYDRA.

Steve: No, but it's run by people with agendas, and agendas change.

Tony: That's good. That's why I'm here. When I realized what my weapons were capable of in the wrong hands, I shut them down and stop manufacturing.

Steve: Tony, you chose to do that. If we sign this, we surrender our right to choose. What if this panel sends us somewhere we don't think we should go? What if there is somewhere we need to go, and they don't let us? We may not be perfect, but the safest hands are still our own.

Tony: If we don't do this now, it's gonna be done to us later. That's the fact. That won't be pretty.

Wanda: You're saying they'll come for me.

Daikon: NO!

Daikon stood up and stares at Wanda. Everyone looks at him and sees his hair spiked up for a second.

Daikon: They will never come for you. It will take God himself to have gone after you.

Pietro: I agree. No one's coming for us.

Tony: But guys-

Daikon: No matter what, I will never let them do anything to you. If anyone dares touch you...they die.

Rhodey: Woah, man. I don't think that's a line-

Daikon: You shut your mouth, Rhodey. I can say whatever I want and do whatever I want. And if you think that I, who was going to be a lapdog to HYDRA, would want to be one for the UN?! Nah. That's not me, boy.

Tony: Daikon, it's not like that. We won't be slaves to the UN, it's mostly to keep up in check.

Daikon: So, in other words, slaves. Sorry, Tony, but I don't see how this is good from my perspective.

Natasha: Maybe Tony's right.

Everyone looks at her in shock. Daikon couldn't believe it. His mom, the toughest woman he knows, bending the knee to the Government? That has to be a joke.

Natasha: If we have one hand on the wheel, we can still steer. If we take it off-

Daikon flips the table in as he glares at Nat, his eyes glowing red with anger. Nat steps back in shock as Steve, Vision, Sam, Pietro, and Wanda held him back.

Daikon: Aren't you the one that told me 2 years ago that told the government to kiss her ass? HUH?!

Natasha was shocked to see Daikon glaring at her like this. He usually glares at her when she teases him or is playful, but this...he's really angry with her for admitting Tony was right.

Wanda grabs him by the shoulder and tells him to calm down. Daikon looks at her and sighs before calming down, realizing what he did.

Daikon: Sorry, Mom.

Daikon sat back down and covers his face, feeling shameful for glaring at his mother like that. Everyone stayed silent, not wanting to trigger Daikon again. They don't want a repeat like last year, but with Daikon now stronger.

Nat was staring at her son, who still has his face covered, as she sees something she didn't expect. Some small drops of water came through his fingers and fell off. They were his tears.

She realizes the thought of her siding with the Government to control them really hurt him.

Suddenly, Steve's phone buzzes, and he pulls it out to check it. He looks at him and starts to feel emotional.

Steve: I have to go.

He leaves everyone stayed silent. They realized a divide was set for all of them.

What they don't know is that something else will push that divide further.
