Nami: It was invented in some country where rain was very rare. If you send it up as a mist of powder, what it does is stimulate the formation of ice particles in clouds to later have it released as rain. In short, it's a powder that artificially makes rain. That's what dance powder is.

Luffy: Ohhh, I get it. So it's a "magic powder", eh ?
