__________

Quinn was slow to make her way to command the day after Finnick and Annies' wedding. It was the day they would be getting the official plans for the mission into District Two. In a way, until then, she didn't feel like she was a part of the First Response team. She felt like her training wasn't much more specific than any of the other trainings. On her way there, she passed a few people she knew-- and she ended up catching an elevator with probably the last person she wanted to.

Finn Benson.

She didn't like him for multiple reasons. Firstly, what he was before he got to Thirteen. He had been in charge of training new Peacekeepers-- the peacekeepers that had burned the Hob, the place where Quinn had sold her pin...and Katniss had told her about how that same day Gale had gotten flogged by them. Those peacekeepers had been trained by Benson. Or at least they had taken orders from him. And the second reason she didn't like him was because of how quickly Coin gave away Otto's squad to him. Otto was supposed to be in control of First Response. But while Finn was still in the hospital wing, he had already been given the team...

"Rough day so far?" Finn asked, watching her as she slunk to the back of the elevator. Behind him and a few others who were off to do something.

Quinn was quiet, and she only shrugged.

He was quiet for a moment, and then took a step closer to her. "You don't need to be nervous, the first mission isn't the one to be worried about."

"I survived two Hunger Games and getting from Four to Thirteen." she retorted, "I'm not nervous about anything."

He rose an eyebrow, "You haven't seemed to excited about the team in training."

"I'm just getting sick of having to do so much." she replied honestly. "I've done enough for this rebellion. So forgive me if I want to do the bare minimum in training." she said. Her tone was sharp and snippy.

Finn let out a deep breath as the elevator came to a stop and let others get off before jerking into motion again to bring them to the Command floor.

"You don't have to like me," he sighed, "To be honest, I don't really like you. But you do have to trust me, and I have to be able to trust you." he stated looking down at her.

"I have no reason to trust you." she replied, "None of us on the team do. You only have the position because you have more training than Jules and my uncle is dead."

Finn opened his mouth to say something but then quickly stopped himself as the elevator stopped on their floor. They both stepped off, brushing past the few other people who had probably been straining to hear the conversation. Quinn hadn't noticed how tight her hands had rolled up into fists in her pockets. She quickly unraveled them and crossed her arms over her chest-- trying to calm herself down. She hadn't had many outbursts, and she really didn't want to end up having one during the briefing.

Once Quinn got to the command room, with Finn close behind her-- she quickly took a seat at the end of the table. Next to her was Colemen and on the other side of him was Dylan. Then next to her was Arcturus. Then the woman from eight, Penni Holmes sat next to him. Her dark hair was practically shaved off, but a lot of people in training had the option to do that. Finn took a seat beside Coin who had Jules on the other side of her, and then slowly but surely everyone else from the team flooded in.

"Thank you for coming today," Coin said kindly. "You should all know that all of us here in Thirteen and the rebels in the Districts really appreciate what you are all doing."

"It's not like we had a choice..." Arcturus said in a whisper towards Colemen and Quinn and he sighed a bit too dramatically. Coin clearly noticed, Quinn knew it because of the way her eyes flicked to Arcturus for a moment. But he was right, they were all told they were on the team. It wasn't something they signed up for.

"Commander Benson, you may begin." Coin said giving Finn a bit of a nod and handed him her tablet.

Finn nodded in response and then quickly typed something on the tablet. It brought of a large detailed map on the large screen behind the table. Quinn could make out the details of District Two, the mountains, the warehouses, and a compass in the upper right corner-- Finn got up from his seat and messily circled the west side of the District, and then one of the mountains.

"The rebels already have a good grip on Two, so the west end will be a safe place for us to be dropped off in with the supplies," he replied, "Lymes done a pretty good job at rallying supporters. That's hard to do and it will be really hard to keep doing--"

"Why?" Penni asked, "They know what the Capitol can and will do, they saw what they did to Eight."

"Two is full of Capitol supporters. More so than One-- the Capitol trusts Two to train peacekeepers, make luxurious items, and secure the all of the Capitols military defences under this mountain." he explained as he drew a second circle around the mountain.

"It's true," Arcturus said, "Two is like the Capitols lapdog." he said.

"So we're getting sent in on a suicide mission? If they all love the Capitol, how are we supposed to help do anything?" Marcus asked.

"That's where Quinn and Colemen come in." Jules stated, "Orphans who have witnessed what the Capitol can do first hand," she said. "And Two has a high population of orphans, and we think if you two are able to contact at least the older ones, that will give the rebels eyes and ears in the population."

Quinn sunk down further in her chair. Bait, she thought, they basically want you to be bait and try and convince people that the people they love are the enemy.

"To be quite honest with you guys," Finn started, "I have no idea what it's going to be like when we get there. In the west sector there won't be resistance, and Lyme says that the peacekeepers haven't made any advancements. But as for what's going to happen when we try to secure this mountain-- I have no idea." he said honestly.

Quinn had to stop herself from scoffing, "And we're supposed to trust your calls when you have no idea what to plan for?"

"We can't plan specifics, Quinn." Jules stated.

Finn leaned across the table and stared at Quinn, "Yeah, you are. Unless you want to get yourself killed, you need to trust me." he stated before he straightened himself up. "I know how this place runs, I know how those peacekeepers work. I'm the best chance you got."

"We just have to remember that we are all fighting the same enemy." Coin pipped up, "This team cannot fall apart. That will put the other squads in danger."

"How are we supposed to trust a guy that used to train the peacekeepers that burned down the Warehouse in Four?" Colemen asked, "He was on the Capitol's side a few months ago."

"There's nothing I want more than to see the Capitol burn." Finn stated coldly, looking at Colemen intensely. "Like I told Maverick. If you don't want to trust me and what I order you to do-- fine. But I won't let you get the rest of the team killed. So please if you're going to be that sort of teammate, just get yourself shot. Not anyone else." he said, and then waited a long moment for someone else to say something.

But nobody did. Even Quinn couldn't muster up anything to say. She moved her eyes along the faces of the rest of the team. Looking for someone who wanted to say something...and even Dylan was sitting with her arms crossed. She was doing her usual habit of chewing on the side of her tongue to keep herself quiet.

So far, this First Response Team wasn't a group Quinn wanted to be in. Even if Orion was a traitor, she trusted him more than she trusted the team. It wasn't that she didn't trust the people-- although some of them she really didn't. Mainly being Finn. She didn't trust how it was put together-- and she didn't trust that any of them or even herself would make the right call.
