Name: Flora

A pretty name. I haven't seen it very often. I like it!

Gender: Female

Tribe: Rainwing/Nightwing (I'm sowwy ;-; I PROMISE I won't make her overpowered)

Well you know how I feel about hybrids, and Rain/NightWings in particular are overused, but oh well.

Rank in Tribe: Healer in training (though she is secretly an free roaming assassin (basically she'll just kill whenever she wants to, or if someone who knows what her secret job is hires her)

Well would you look at that, ANOTHER assassin. A healer assassin is pretty interesting, though. Healers are probably the last dragons you'd suspect of murder.

    Residence: The Rainforest

Makes sense.

    Appearance: Flora looks like most other Rainwings, except for a few parts, which are her Nightwing features. Her tail isn't curled like other Rainwings, and a few scales along her snout and underbelly don't change color from their usual purplish black. Her wings also have a couple of white scales here and there. Other than that, her scales are usually a sea blue with big pink poke dotes, her underwings are usually a bright purple, and the end of her tail and the scales around her eyes are yellow. Her eyes themselves are pink and bright. She's slim and actually pretty small compared to other Rainwings her age (which is 19), along with also having a fair number of scars along her body, for reasons she doesn't tell others about, not that they ask anyway.

Okay, this is pretty good. I like that she mostly resembles on Tribe, that's how most hybrids in the series are. (Excluding Whiteout, I guess) I actually can't think of anything I don't like about this. It's pretty good, not amazing, but not bad.

    Personality: On the outside, Flora is bubbly, friendly, ditzy, a bit hyper, childish sometimes, and really, really sweet. But that is all a façade that cleverly and efficiently hides what is behind it. On the inside she is a brutal beast with an insatiable lust for the blood of dragons, and who feels great ecstasy when it is shed.

That's.. dramatic. The "happy on the outside but secretly evil >:)" personality is so overused. I don't like this.. please try something more original. I like what you're going for, that she's not the kind of dragon you'd expect to be a killer. But it could use some work. Her fake personality and what she's like ~on the inside~ are polar opposites, which doesn't work well. You can keep up the facade thing if you want, but I'd add that her inner thoughts affect her at least a bit. She seems very tortured by her thoughts, and I think that it would be extremely difficult to keep up the happy, kind-hearted personality. I don't know, I'm having a hard time getting my point across.

Anyway, I'd say you could be more descriptive. Hobbies, interests, things like that could be described. Also, if she's going to kill people without getting caught, she must be very clever, quiet, sneaky, smart, etc. I'd add that to this personality as well.

I really like the name Neverseen, it's cool.

(I couldn't copy & paste the first part of her backstory because it was "offensive" so here's a screenshot instead)

She thought that... maybe she could find salvation with her father. She knew she had one, from what she had overheard from her mother whenever she talked to herself about her "mistake" of a daughter. She even knew his name, Bamboo. Even though she had never heard anything but bad things about him from her mother, she knew that her mother had to be wrong about him. Maybe he could save her from the monster that was also her.
    So one day, she snuck out when her mother was sleeping, and took off for the Rainforest. She flew as fast as she could, stopping rarely, fearful that her mother was on her tail. When the dragonet arrived in the rainforest, she found it to be filled with dragons who looked so much like her, but were so very different on the inside. They had never gone for days without eating, or been beaten at least once a day. They didn't have monsters hiding inside of themselves. Instead, they were as content and happy as could be, without a care in the world. Even though she did see a few groups of soldiers her and there, even they were much more relaxed than the soldier's back in the Night Kingdom. Feeling more desperate than ever to find her father, she began asking around, asking if anyone knew the whereabouts of a Rainwing named Bamboo. At first, no one could tell her anything, and this made her feel extremely frustrated. She took a break from asking millions of Rainwings with no answers to track down a jaguar and brutally kill it, relaxing with the sound if it's calming screams of agony (she immediately felt guilty after, and buried the corpse). She then returned and tried looking somewhere different, closer to the Rainwing queen's palace. She asked some of the soldiers resting from duty if they knew where a Rainwing named Bamboo was. At first it was the same as when she asked the other Rainwing civilians, until an older war veteran, who felt sympathetic towards the poor young Rainwing, walked up to her and took her to the Rainwing cemetery for soldiers, where deceased Rainwing's of the army were put to rest. Once there, he gently and calmly moved her over to a boulder, carved with the name, "Bamboo". He explained to her that he had been assassinated during his time as a personal guard protecting a general who had been killed by the same assassin, but the dragonet did not hear him. Inside, her one, thin strand of hope that she could be saved, that she had been holding on to for so long, snapped. And she. Broke. She turned on the war veteran, who was caught off guard, and pinned him to the ground, and ripped at every single piece of scale she could, and kept on ripping, until the sky was a deep grey, rain was pouring down, lighting was going off, and the Rainwing underneath her was nothing more than a bloody mass of scales, bones, and dragon organs.
Once her deed was done, the dragonet leaned back, turning the same color of red as the blood on her talons, letting the color wash over her, calming her, and once it had overtaken all of her, she smiled a huge, deranged, ludicrous smile.
She hid the body away, cleaned herself up, and returned to the Rainwing village, where she blended in with the crowd, who were none the wiser. "She now continues to reside in the Rainwing village, pretending to be a 5-year-old dragonet with the name Flora and making loads of friends, while secretly going around and killing any dragon she wants to or is hired to, be it Rainwing, Mudwing, Seawing, Skywing, Icewing, or Nightwing. She got herself a job as a healer-in-training, and often goes to Possibility, where she buys herbs from her two friends Lark the Skywing and Verbena the Sandwing (who are in a relationship), with everyone around her none the wiser of who-no, what-she truly is.

Wow. This is... a lot. I kind of like that  she -broke- it's pretty cool character development. This backstory is really dramatic, almost over-the-top, but it's alright. She has clear reasons to do the things that she does. However, I don't particularly like how it ends. She'll just kill anyone? How does she choose who and who not to kill? And she seems so reckless, killing any dragon with no regards to what could happen afterwards. Ishe goes on killing the way you describe it, it seems like she'll be caught eventually. There must be some people who know what she does, because she's being paid to do it. Who are they? How does she keep others from finding out?

And, what happens in the future? She's only 5 now. She's got a whole life ahead of her, and I'd like to know.. does she stay in the RainWing village forever? Ever get caught?

Idk, I'm just rambling now.

I like that, it's a really cool detail.

Overall
I give Flora a 5/10. I like her appearance, it fits a hybrid. Her backstory is kind of crazy, but I liked it for the most part. The personality could use a ton of work, though. I don't like it. Anyway, bye.
